PPTA team hired by ADB had completed survey and feasibility study of 8 town projects. The detailed design activities in the 8 pilot town projects considered for implementation were carried out by involving engineering design consultants with active preparation and participation of the community.
Initial information dissemination of Small Towns Water Supply and Sanitation Sector Project were carried out by PMO by circulating brochures and town project application forms in all Divisional Offices, District Development Committees (DDCs), Municipality and District Administration Offices. After the circulation, the requests for town projects from the communities/WUA were received at PMO and had their preliminary screening and verification of request through field visits carried out by the Engineers of PMO and TDF. Final selection of town projects were carried out on the basis of approved evaluation criteria for prioritizing the towns. 15 town projects were identified under the second batch. NGOs and EDCs were recruited for the field activities in the respective town projects. The selection process for the third batch of town projects was initiated through the verification of the applications and pre-feasibility study report preparation, after the field visit by PMO and TDF. Short-listing of NGOs and EDCs was, in fact, postponed till July 2003 as per ADB/NRM Aide Memoire (25 December 2002 to 23 January 2003). 52 NGOs and 19 EDCs had been short-listed for their future recruitment in the third batch town projects. RFP documents, including TOR, evaluation criteria, sample agreement formats for selection of EDCs and NGOs in third batch of 10 town projects were finalized after the review from ADB/NRM. Other status of progress are summarized below:
First Batch (8 Town Projects)
Construction is ongoing in all three remaining town projects (Birendrangar and Lekhnath). Construction of Parsa, Bandipur, Ratnanagar, Trijuga, Attariya and Fikkal town projects completed and 15% of WUSC part is ongoing.
Second Batch (15 Town Projects)
The detailed engineering design reports are completed for all town projects under Batch II. Civil works are being carried out in 11 towns – Kushma, Waling, Bijuwar, Mahendranagar, Kohalpur, Bardibas, Kamalamai, Kawasoti, Tribhuvannagar, Sunwal and Tulsipur. Construction of Beni, Prithvinarayan and Surunga town projects completed and 15% of WUSC part is ongoing.
Second Batch (8 Town Projects)
The agreements with four selected EDCs have been completed and mobilization took place from 01 March 2005 to carryout the feasibility, detailed design and construction supervision of 9 town projects. After the completion of feasibility study phase, WUSC/Nilkanth withdrew from the project by providing the decision of general meeting of WUSC. Similarly, even after the completion of feasibility and detailed engineering design study phase, WUSC/Lamahi could not give the final decision to continue the project within the given timeframe provided. So this project will not be financed in this phase through ADB under this Batch III.
After this the Batch III reduced to 7 town projects. Feasibility reports of 8 identified town projects were submitted and presented at PMO and WUSCs by concerned EDCs and detail surveys were carried out. Contractors for Bardaghat, Belbari, Birtamod, Budhabare, Lamki, Sunwal, Itahari and Nijgadh town projects were mobilized to site. However, in Nijgadh Town Project, the newly elected WUSC requested PMO to reject the project because of high tariff rates and involvement of huge cost due to not considering the existing structure and pipelines, and this town project is in the process of termination.

NGOs Services (updated Dec 2007)
First Batch (8 Town Projects)
NGOs, selected to conduct public awareness campaign and health and hygiene
education program in 8 town projects of Batch I, have completed their
field works including socio-economic survey for the preparation phase.
Activities of NGO in the implementation phase have been started in all
town projects except in Lekhnath as scheduled. Details are below in
NGO Activities.
Second Batch (15 Town Projects)
- NGOs were fielded in November 2002 for 15 town projects. They submitted final reports by March 2004 and completed the field activities of the preparatory phase, including public awareness and preparation of socio-economic profile of the town.
- They have presented their outcomes of the draft study report of the respective towns at PMO and the community. They were advised to incorporate comments raised during the presentation and submit the final study reports in time.
- They have assisted the WUSCs in collecting users’ applications and early installments of upfront cash as per the agreed mechanism of CAP, right from the feasibility stage.
- NGO activities for the preparation phase completed, and then started implementation phase activities in some town projects like Sunwal, Tribhuvannagar, Tulsipur. Refer to Para 1.1.3 for detail information.
Third Batch (8 Town Projects)
Including 12 currently working, altogether 75 NGOs submitted their proposals
to be evaluated for their short-listing for the purpose of third batch
town projects. Altogether 52 out of total 75 applicants have been proposed
for short-listing and concurrence from ADB/NRM received on this. Four
of currently working NGOs could not pass in the short-listing, because
of poor performance.
Request for proposal (RFP) was invited from the short-listed NGOs. A
total of 49 proposals were received from NGOs and their evaluation was
completed. There appeared some technical deficiency in the proposal
submitted by NGOs. ADB/NRM advised on this for further review, since
document submitted by NGOs were not matched with their CVs requiring
further verification from different rank of NGOs. From first and second
ranked a total of 3 NGOs were selected, after further review for town
projects, Belbari, Nilkantha and Birtamod. One of the projects Dhankuta
is dropped out at the request of WUSC, as this project is planned to
construct from other agency. Expression of interest was invited from
the short-listed 36 NGOs. Twenty-nine NGOs submitted their letters of
interest but only 17 NGOs submitted their proposals and four NGOs were
selected for the town projects of Budhabare, Lamahi, Lamki and Nijgadh.
For town projects Itahari and Bardaghat none is qualified. Hence, invitation for expression of interest was issued to 14 short-listed NGOs but only 8 proposals were received and evaluation of the proposals completed. ADB had provided concurrence to go ahead for financial negotiation with the first ranked NGO for the package of short-listed NGOs for Itahari and Bardaghat separately. Financial negotiation with NGO for Itahari completed and draft agreement with NGO was sent to ADB for concurrence and ADB/NRM has provided its concurrence on 22 August 2006. Agreement with NGO for Itahari was made on 28 August 2006. Upon receiving the concurrence of ADB/NRM agreement with NGO for Bardghat was made on 20 October 2006.

Status of Batch - III: 8 Town Projects (as on December 2007)
WUSC/Dhankuta, being cared by other donor agency, withdrew from the project. Also WUSC/Nilkanth withdrew from the project by the decision of general meeting of WUSC of 18th October 2005. Similarly, WUSC/Lamahi could not give the final decision to continue the project within the given time, so that the project would accordingly finish its contract award process by end-September 2006. Hence, this project will not be financed through ADB under Batch III. Likewise, WUSC of Nijgadh also withdrew from the project by the unanimous decision of the General Meeting of 15 March 2007. Thus, Batch III has been reduced to 6 town projects.
The NGOs have been mobilized in 6 town projects for carrying out activities relating to HHE training and health awareness, and are in different stages of implementation. Details of HHE training are as follows:

NGO Coordination and Progress Review Meeting
A number of stakeholders' meetings were organized with the NGOs, engaged
in the project, for applying uniform approach on public awareness campaign
activities as well as on socio-economic survey and for their coordination
with other stakeholders.
The NGOs were asked on the occasion to present the progress towards
the final reports. Interactions took place among the stakeholders (PMO,
PIC, TDF, NGOs and EDCs) for improvement of NGOs services in the respective
town projects.
In order to enhance better coordination among stakeholders, especially
WUA/WUSC and NGOs, the PMO and PIC teams made a number of field visits
at the project sites.
Bidding and Contract Awards for Works
Civil works construction and related equipment and supplies such as
pipe, fittings, pumps and other accessories including all other construction
materials for each town project is compiled into a single contract package
and each such contract to be awarded for a project is referred to as
a civil works contract. Civil works construction will start only after
the approval of cost estimates and detailed engineering design by PMO/TDF
and the community, following the signing of the main agreement among
the four stakeholders; WUSC, Local bodies, TDF and PMO. Of the 8 town
projects of first batch, the concerned authorities of all 8 town projects
have signed the four-party main agreements. So far, contracts for 20 town projects have been awarded, of which all 8 projects include in first batch and 12 projects in second batch.
Supply of Equipments and Materials
Purchase of 4WD vehicle in the project is restricted by the government.
35 numbers motorbikes, 38 computers and accessories have been procured
so far.
PMO and Establishment of TPOs, and Recruitment of Staff
The Project Management Office, headed by gazetted Class I officer as
Project Manager, administers the project activities in overall, with
the support of a team of Project Implementation Consultants and a team
of twenty staff, which including himself consists Deputy Project Manager
– 2, Engineers – 6, Community Development Officers –
3, Account Officer – 1 and support staff – 31. The TPOs,
with well oriented in-charges, are in place in all 8 town projects of
Batch I, which consist altogether 60 staff.
In fifteen town projects of second batch, HMG/N has approved to deploy
minimum numbers of core staff to coordinate the activities of NGOs and
EDCs. The staff comprises of engineers, overseers, social mobilizers
and other administrative staff (messengers). The TPOs for the 15 town
projects have been established with deployment of staff as presented
