INVITATION FOR EXPRESSION OF INTEREST

1. The Government of Nepal (hereinafter called "recipient") has received financing (hereinafter called "grant") from the Asian Development Bank (ADB) toward the cost of Second Small Towns Water Supply and Sanitation Sector Project. The recipient intends to apply a portion of the funds to eligible payments under the contract for which this Invitation of Expression of Interest is issued.

2. The Department of Water Supply and Sewerage, Second Small Towns Water Supply and Sanitation Sector Project, Project Management Office now invites expression of interest from the eligible Local Non-Government Organizations (NGO) to provide support for (i) socio-economic analysis and resettlement; (ii) inclusion of poor and disadvantaged sections as well as gender mainstreaming through the implementation of Gender Equality and Social Inclusion Implementation Plan in the project activities including delivery of output-based aid (OBA); (iii) community awareness and people's participation in project activities; (iv) health and hygiene education; (v) community based participatory solid waste management; and (vi) capacity building of Water Users and Sanitation Committees and Water Users Association for operational sustainability etc. of the town project. It is estimated that a total of 80 professionals person-months (besides support staff) input will be required in each town spread over a period of three years for delivery of the services.

3. A Local NGO shall be engaged for each town in the following town projects:

I i) Baitadi, Baitadi District ii) Bhasi, Kanchanpur District

iii) Shivanagar, Kailali District iv) Narayan-nagarpalika, Dailekh District

v) Lamahi, Dang District vi) Sandhikhrka, Arghakhanchi District

vii)Karia-makrar, Rupendehi viii) Baglung Bazaar, Baglung District

ix) Indrapur, Morang District x) Duhabi, Sunsari District

xi) Damak, Jhapa District xii) Phidim, Panchthar District

4. The Local NGOs shall be selected and engaged under Consultant's Qualification Selection (CQS) method in accordance with the Guidelines on the Use of Consultants by ADB and its Borrowers, February 2007. Expression of Interest shall be evaluated based on the Management Competence (20%), Financial Competence (10%), Technical Competence (60%) and Geographical Competence (10%). Based on the evaluation of the EOI, only the first ranked firm in each package shall be invited to submit the bio-data technical and financial proposal.

5.  Only local NGOs, who are registered and located in the districts mentioned above or in their adjoining districts, are eligible to submit EOIs.

6. Interested Local NGOs may obtain amplified and detailed EOI Preparation guidelines with ToR in English and further information within office hours from respective Water Supply and Sanitation Division/Sub-division Offices. These documents can also be downloadable from the Project's web-site www.stwsssp.gov.np

7. The Expression of Interest must include but not limited to the following information:

a.   A copy of registration certificate

b. Background of the NGO with brochure, organizational structure, office lay-outs, list of the equipment etc

c. General and specific experience of the NGO

d. Experience in the same or adjoining districts

e. Annual turn-over of the NGO for the last three years along with audit reports

f. Summary of permanent professional employees with key qualifications

8. A pre-submission conference shall be organized at 14:00 hours on 14 March 2010 at the respective Water Supply and Sanitation Division/Sub-division Offices.

9. The EOI must be submitted to the respective Water Supply and Sanitation Division/Sub-division Offices by 26 March 2010 within office hours.

Invitation for Bids

Contract No. SSTWSSSP/VEH/NCB/01-Supply & Delivery of Vehicles

The Government of Nepal has received a grant from the Asian Development Bank (ADB) towards the cost of Second Small Towns Water Supply and Sanitation Project (SSTWSSSP) and it intends to apply part of the proceeds of the grant to payments under the contract for supply & delivery of the Goods as specified below under National Competitive Bidding (NCB) Procedure.

•  The Department of Water Supply and Sewerage (DWSS), Project Management Office (PMO), now invites sealed bids from eligible bidders for supply & delivery of the goods. The delivery period shall be 120 days from the date of signing of contract.

•  National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One Envelope procedure and is open to all Bidders from eligible source countries.

•  Interested eligible Bidders may obtain further information from the PMO and inspect the Bidding Document at the address given below during office hours.

•  The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee NRs 3,000.00. The document can be purchased by the bidder or his/her representative.

•  Bids must be delivered to the address below at or before 1200 hours of 28 March 2010. All Bids must be accompanied by the Bid Security not less than 560,000 in Nepalese currency or an equivalent amount in a freely convertible currency. If the bid security is issued by the banks outside Nepal , the bid security shall be counter guaranteed by Commercial banks within Nepal .

•  Any bid received after the closing time for submission of bids shall be returned unopened. Bids will be opened in the presence of the Bidders or their representatives who choose to attend at the address below at 1400 hours of 28 March 2010.

•  The Project Management Office will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of the Bids.

•  The PMO, SSTWSSSP reserves the right to accept or reject any or all applications without giving any reason whatsoever.

Invitation for Bids

1. 2. The Department of Water Supply and Sewerage (DWSS), Project Management Office (PMO), now invites sealed bids from eligible Bidders/Suppliers for the delivery of the goods. The period pf delivery shall be 45 days.
3. nterested eligible Bidders/Suppliers may obtain further information from the PMO and inspect the Bidding Document at the address given below during office hours.
4. The Bidding Document, in the English language, may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable amount of NRs 1000. The document can be purchased by the Bidder/Supplier or his/her representative.
5. Bids must be delivered to the address below at or before 1200 hours of 14 March 2010. All Bids must be accompanied by the Bid Security not less than 2.5% of the Bid price in Nepalese currency. If the Bid security is issued by the banks outside Nepal , the Bid security shall be counter guaranteed by commercial banks within Nepal .
6. The Bids received after the due date and time or with incomplete formalities will not be entertained. Bids will be opened in the presence of the Bidders/Suppliers or their representatives who choose to attend at the address below at 1400 hours of 14 March 2010.
7. The Project Management Office reserves the right to reject or accept in part or in whole of any or all Bids without assigning reasons whatsoever and will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of the Bids.

The Project has selected M/S TAEC Consult P.Ltd Joint Venture with Integrated Consultants Nepal Pvt. Ltd (ICON) to provide Project Management Services. The effective date for the commencement of the services shall be from 1 February 2010. The payments under this contract shall not exceed 75,911,987.50 (Including 13% VAT) in local currency.
